Altlandic Sports Policy

Until recently, organized athletic competitions have not been a prominent feature of Altlandic culture. Upon his recent return from exile, however, His Majesty, George II Victor, having had the chance to observe this aspect of life in other countries of the Vexillium at first hand, issued a royal rescript to the Chancellor for the Common Weal ordering him to establish, within his chancellery, a department, headed by a president, which would investigate how the Crown might encourage organized athletic competition in a manner in keeping with long-established Altlandic customs. The result of this initiative has been the creation of the RAAC (Royal Altlandic Athletic Commission). whose first Commissioner, Fildhald Knokenbijn, has recently announced the government's intention to sponsor a national soccer team. In issuing his rescript to the Chancellor for the Common Weal, His Majesty recalled two important points which he declared to be the foundation for Altlandic sports policy. First, country sports have always been an important source of recreation to the people of Altland and have played a large part in the maintenance of their physical and mental health. Many of these games, like dorpstrijt in the Teuts-speaking provinces and pedonca in the Romandian, are unique to Altland; but within the last generation interest has grown in other sports played throughout the Vexillium, like tennis, golf, and, of course, soccer. Altlandic athletes are among the most skilled and best conditioned in all of the Vexillium, and their excellence should be a source of national pride and prestige. His Majesty also emphasized, however, that our long tradition of discouraging the professionalization of sports is to be scrupulously maintained. Hence, all national teams will be made up of amateurs recruited from local clubs; while on the national team, they will be supported by the Crown at a rate of compensation equivalent to the national average income for people of their age and training. They will not be allowed income from any other source, including commercial endorsements. Furthermore, every three years national teams will be entirely reconstituted so that as many good players as possible throughout the realm may have the opportunity to experience international competition.

The teams in the two interprovincial leagues, which feed players to the national team, will be similarly constituted and similarly remunerated. Initially, fifty percent of the remuneration of these players and of the funds necessary to maintain the provincial franchises and their facilities will be supplied by the royal exchequer; each year, however, the provinces themselves will be expected to supply five percent more of the costs, in so far as the teams do not produce enough revenue to sustain themselves. By the year 309, therefore, the role of the royal exchequer in financing interprovincial sports will have ceased entirely. It is anticipated, however, that long before this time, revenues from admissions to the games and the sale of teams emblems and sportswear will have made the provincial franchises self-supporting except in two or three of the least populated provinces.
