
| Government: Previously, the Emperor, a Cruisian, in theory absolute but in fact greatly enfeebled, ruled in conjunction with a bicameral parliament and a Prime Minister chosen by it from among those members who practiced the Religion of Moun. National, local, and tribal elections were supposed to be held every four years, but were in fact often postponed and seldom carried out in a free and fair manner. Some attempt was made to compensate for the breakdown of the traditional clan structure by inventing fictitious "families," in reality mainly free associations which carried out some of the functions of kinship groupings for members of an increasingly mixed and urbanized poltical and commercial elite. Outside of the capital city, little or no governmental administration existed. |

Under the Altlandic Protectorate, the functions of Head of State, nominally vested in the King of Altland, George II Victor, are exercised on his behalf by a Governor General and a staff of Secretaries appointed by him. The present Governor General is Sir Herald Oksenstal, the former commander of the Altlandic Military Expenditionary Force in Afrazure. |

In July 303, once stability had been restored, the Governor General summoned a unicameral consultative (and eventually legislative) body known as the Council of Mayors and Chieftains, meeting in the old Palais de Gourvernement in the heart of Medhinou, from which a Cabinet of Ministers has been chosen. Soon, under the new Fundamental Law being drawn up in a partnership between the governments of the Altlandic Protectorate and the Council, an electoral process will be put in place to elect a Representative Assembly and the Council will become merely the upper house of a bicameral body. The mechanism for these elections has not yet been settled upon, since the question of whether or not the organization of political parties will b e allowed has not yet been settled. Several nationalist movements, centred mainly in the larger cities, are agitating in favor of the kind of parties into which they could easily transform themselves. But the tribesmen and villagers have become convinced that the Altlandic model, which forbids political parties from participating as such in national and regional elections, would be preferable. |

The country has been surveyed and is divided into administrative districts.Police and public safety functions in Afrazure are now carried carried mostly by indigenous forces, but still under the supervision of the Altlandic military forces sent to stabilize the country. The overall comamnd of Altlandic forces is presently in the hands of Vice-Admiral Sir Baldur Norling, OBC. |

| The judicial branch of government, which hardly existed above the level of informally functioning local and tribal courts, will be thoroughly overhauled within the next two years. Until this reform is completed, temporary judicial jurisdictions will be establidshed under Altlandic magistrates sent out by the Secretary General of the Altlandic Family of Nations. |

It is presently foreseen that, once all the structures of government have been put back in place, the sovereignty will be handed back to the Crown Prince and Heir Presumptive, Prince Youssef, who is now completing his legal studies in Altland. Thereupon Afrazure will once again enjoy full national independence, although it is anticipated that the nation will remain a member of the Altlandic Family. |
